Hi Paul,

Yes, its turning out not be quite the walk in the park I was anticipating!
To convert, the original encoding must be explicitly stated.
There does not seem to be any command line tool that does this well.

However, It can be determined using Firefox.
(Open the file, go to Tools -> Page Info)
recode can do the conversion (I used it for C-evo where I'm also the 
upstream)
