Correct. Well, mostly. Yes, it evaluates binary packages, but the 
migration happens per source. So if *any* binary in a source has a 
versioned relation with *any* binary of another source, that's enough.

Both are from the same source, so that's not relevant. It's about 
dependencies between sources (via their binaries).

I believe that would break stuff (if only fpc migrates). So I really 
rather have appropriate breaks, because that ensure the packages migrate 
together and also prevents breakage on personal systems would people try 
partial upgrades.
