[Pkg-pascal-devel] CMV Salsa pipeline issue

I notice the pipeline for castle-model-viewer
is failing just on the licenserecon job.

License for
   example_models/water/shaders/noise3Dgrad.glsl
should be Expat not GPL-2+

An exception is needed for gpl.txt
(lrc.config attached)

I'm happy to push fixes to Salsa for this
