Because that's how autopkgtest integration works in Debian (or I'm not
getting your question). We trigger tests for the package that wants to
migrate *and* for all their reverse (test) dependencies.

I think it's one of the most important features of the autopkgtest
integration that we're *not* only testing a package owns binaries.
