I use synaptic to install packages and the install of lazarus works fine 
for me.
You probably need to install either lazarus, or lazarus-4.0, rather than 
the ide packages on their own.
Or the ide package plus the lcl.

If you don't want to try synaptic, then
   sudo apt install lazarus
should also work.
