I suggest opening a bug against winff, being blocked by that bug, that 
winff doesn't rebuild. I'm not able to quickly find it in policy or 
DFSG, but I'm convinced most Debian Developers would consider this to be 
an important bug at least. At least I do. But I value reproducibility 
quite a lot too.
