[Pkg-pascal-devel] New FreePascal upstream version

Hello Debian Pascal Packaging Team!

I recently realized that your `debian/watch` file for the FreePascal 
Compiler package (fpc) points to 
`https://qa.debian.org/watch/sf.php/freepascal/fpcbuild` which in turns 
redirects to `https://sourceforge.net/projects/freepascal/files/`. 
However, the project seems to have moved to 
`https://gitlab.com/freepascal.org/fpc/source` (according to their 
official website).

A new version has been released there, 3.2.3 (which isn't in Debian) and
there is an even newer release candidate 3.2.4-rc1.
Would you consider updating the package?

It seems that the master branch (and maybe those newer releases) are 
bringing riscv64 support, which would allow every pascal package to 
build on riscv64. I think this support is still experimental; but it 
would be nice to be able to test that :)

I don't know if you would consider packaging those recent riscv64 commit
as a patch for now, or packaging the release candidate; please tell me!
I can help testing riscv64 support, or maybe preparing a merge request 
for a patch bringing riscv64 functionality if you would be willing to 
accept that.
