While I see the interest of having lazbuild in a separate package, I
think that it shall still be part of the lazarus sources as it makes
little sens to use it without LCL packages.
If the real issue is the big rules file, then maybe the solution would
be to simplify lazarus rule files (which is BTW in my todo list) rather
than creating multiple small source packages from the unique upstream
one.
Let's discuss this on mailing list before doing this split.
