Ultra-fast, ultra-small .ini config file read/write.

Dependency for 10+ known other modules, and mentioned in at least one perl.com article.

Pure Perl, one file, no install questions, no non-standard makefile options

I ITPd and packaged this already, and it's now in Debian. This issue can be closed.
