Hi,

yes, it only deals with ASCII. This is upstream bug #1760 on CPAN,
<http://rt.cpan.org/Public/Bug/Display.html?id=1760>. The workaround
is to use the 'binary' attribute.

As this is also documented behaviour (see the CAVEATS section of the
manual page), I'm downgrading the bug to wishlist and marking it as
an upstream bug. Since the last upstream release was in 2001, the bug
is unfortunately unlikely to get fixed. Deviating the Debian behaviour
after all these years doesn't seem like a good option to me either.
