libmail-spf-query-perl is Arch: all and thus doesn't get built by the 
Debian build daemons, so there shouldn't be a real problem.  I'll add 
"netbase" to Build-Depends-Indep (according to policy section 7.6).

If you want testing to be removed entirely from libmail-spf-query-perl, 
just file a bug about the requirement of a working network connection.
