That's ok, but

my $module_build = (-f "$maindir/Build.PL") ? "Module-Build" : "MakeMaker";

suggest that libmodule-build-perl _is_ essential for packages with Build.PL. I'm
not being a pain, just not clear on what's the issue with libmodule-build-perl,
why is it bad for dh-make-perl to depend on it?
