Bug#411952: libspreadsheet-parseexcel-perl: New version (0.28) fixes bug with non-Latin-1 characters

Version 0.28 of Spreadsheet::ParseExcel doesn't corrupt non-Latin-1
characters like 0.2603 does.  An example character is 0x96 in
windows-1252, which is U+2013 (en dash).  In version 0.2603 this comes
out as a code of 19.
