You need to get an alioth account (unless you have one already) and
post your username here, then one the project admins will usually add
you to the group.

In the meantime you can look at http://pkg-perl.alioth.debian.org/
and read the relevant docs for the work in this group and subscribe
to  debian-perl at lists.debian.org and
pkg-perl-maintainers at lists.alioth.debian.org and maybe grab through
the archives (unless you are/have already :-)).
