Bug#453288: libclass-mop-perl: new upstream version needed to undo libmoose-perl breakage

As seen in #453218 and others, libclass-mop-perl 0.45 broke libmoose-perl.
As the current upstream version, 0.48, isn't compatible with the current
Debian libmoose-perl version, 0.26-1, the way out of this is to update
both.

I'm filing this as 'serious' to keep 0.45-1 out of testing. Otherwise
it would go in today.
