pkg-perl-maintainers at lists.alioth.debian.org -- is used by the team
that is responsible for perl modules in _Debian_, we have no
influence on which packages are synced to _Ubuntu_.

A short search -- https://launchpad.net/ubuntu/+search?text=libapache-authenhook-perl
-- shows that libapache-authenhook-perl is in intrepid.

I'm sorry, but I can't tell you the procedures to get backports of
packages to older distributions of Ubuntu like hardy or gutsy ...
Maybe someone else here on the list has more ideas or can point to an
appropriate point of contact in Ubuntu.
