Because by default the 'summary' emails aren't delivered to the
maintainer. Only to addresses subscribed to it.

No it doesn't.

Please read the section "Debian repackaging (a.k.a. trust what uscan
says)" from DEHS' wiki page[1]. Although it is a bug please consider
what the wiki says about upstream's tarball not really being dfsg.
