If I understand you correctly, you mean to say that this Document
Type Definition; 

<!DOCTYPE rss PUBLIC "-//Netscape Communications//DTD RSS 0.91//EN"\n

is no longer going to be hosted at Netscape but rather at the new
advisory board and therefor the debian package needs to be updated to
reflect these changes?

I see that there is a new version of the upstream source, but it too
has the old Netscape URLs;

I will forward this bug to RT to inform upstream about the problem.
