 HTML::RewriteAttributes is designed for simple yet powerful HTML attribute
 rewriting. It runs a given callback function, potentially many times,
 for each attribute encountered.

This is needed for request-tracker3.8 (see #492939), and it will 
be maintained under the pkg-perl umbrella.
