I wonder why is this needed?
The current override mechanism allows for specifying per-package
overrides in single file. There is also user-local overrides file so
writeability of the system-wide overrides file shall be no problem.
I can't see any possible scenario that can't be fulfilled using the
current scheme. Can you point me at one?
