Bug#536838: dh-make-perl: Incorrect assumptions about perl module version -> debian package version

My Build.PL states:

   build_requires => {
                        'XML::SAX::ParserFactory' => '1.00',
                        ...
                     }

which comes out in META.yml as:

  build_requires:
    XML::SAX::ParserFactory: 1.00
    ...

dh-make-perl parsed this into:

  Build-Depends-Indep: perl (>= 5.6.0-12), perl-modules,
    libxml-sax-perl (>= 1.00)


This is an incorrect assumption about the mapping from perl module
versions into debian package versions.

As it happens, I only have installed:

  ii  libxml-sax-perl   0.96+dfsg-1    Perl module for using and building Perl SAX2 XML processors

which provides:

  package XML::SAX::ParserFactory;
  ...
  $VERSION = '1.01';

and should therefore be sufficient to build this module.
