New CPAN Mirror

Hey all:

I think we should switch the PET and our own configurations over to
using this mirror for updates:

http://cpan.hexten.net

It is part of three mirrors (http://cpan.cpantesters.org being another
one, I'm not sure of the last) that has a new technology to keep
repositories better in sync with PAUSE. I'll quote Alias for the
awesomeness here:

(Thanks to confound too for remembering which mirror it was)

So anyway, if we switch over PET, we'll get faster updates without
putting a bigger load on the PAUSE incoming server.

However I don't know how uscan works, so we might run into a case
where we know there is a new upload (via PET) but cannot upgrade it
because the search.cpan.org mirror we hit might be out of date. So I
don't know what to do in that case.

Oh, also, I'm told not to use cpan.cpantesters.org as a mirror, in
case you were wondering why I just suggested the hexten one:
11:02:52 <@confound> cpan.cpantesters.org has been having issues (?)
