This way we lose part of the test suite and test suites seem to have
served us well in the past.

Would it be possible to bootstrap the new architecture with a patched
package, while keeping the build-dependency afterwards?

Something like: build+upload a patched libpango-perl, build+upload
libgtk2-perl, build+upload vanilla libpango-perl.

Thing is, we are very accustomed to adding build-dependencies when
they are used in tests, and I wouldn't be surprised if libgtk2-perl
gets added back to libpango-perl with the next upload.
