The current URL is (in version 0.03-2, which is unreleased):
http://search.cpan.org/dist/DublinCore-Record/

So I do not believe there to be a problem. If you still think there
is, please write back with some more details of what you think the bug
is and perhaps also a provide a proposed fix.
