Actually, you already wrote it in #544751, which I forwarded upstream.

Forcemerging 579239 in 544751 will set the severity of your bug to ‘normal’. If
you need to use libbio-scf-perl on architectures where it is not yet available
in Debian, I suggest to contact the upstream author of libstaden-read-dev.
