This has been totally forgotten, filing a bug about it now.
Relevant debian/rules part:

        # relocate CGI::Fast to vendor dir
        cd $(build)/libcgi-fast-perl/usr/share && \
            mv perl/$(fullversion) perl5 && \
            rmdir perl
