Agreed.
Interestingly, this test also fails _with_ network access for me:
t/51_rate_limit.t .............. ok
# Failed test 'YYYY-MM-DD'
# at t/51_since.t line 55.

Ah, that's because I have http_proxy set in my environment, without
it the test passes.
Without network t/51_rate_limit.t is the only failing test, so I'll
just patch it.
