Bug#567188: perl-modules should replace/conflict/provide libtime-local-perl

Never noticed until now that the dual-lived Time::Local is also packaged
separately. The current sid version is the same as the one bundled with
perl, so it could possibly be removed.

In any case, perl-modules should replace/conflict/provide libtime-local-perl.
