Bug#589946: dh-make-perl: When Makefile.PL and META.yml missing, refresh/make operation of a package fails

Hi

When refreshing or creating a package which does not contain
Makefile.PL nor META.yml then refreshing/crating fails.

Example: Config::Model::TkUI Version 1.308.

Cannot open ./Makefile.PL: No such file or directory

This is as extract_name_ver and extract_name_ver_from_makefile both
fails. Maybe we could try to gather the information needed too from
Build.PL, by an extract_name_ver_from_build?
