Oops.  I just noticed the problem :)  It is, as I initially thought,
related to the following entry in the change log of the
DateTime::TimeZone distribution, available on Debian systems as
/usr/share/doc/libdatetime-timezone-perl/changelog.gz

- This distro now provides the CET, EET, MET, and WET zones. These are
  provided by the Olson database for backwards compatibility. It's
  probably a bad idea to use them, but it's best if this package
  matches what a Unix system provides.

- Moved the catalog to DateTime::TimeZone::Catalog, which now has some
  POD that lists all the available zones.

So... the Debian package of DateTime::TimeZone is simply following
upstream's decision to rename the file, placing it properly into the
distribution's DateTime::TimeZone::* hierarchy.

I'm sorry, but it looks like you might have to update your scripts to
work with the more recent DateTime::TimeZone version by using the new
name of the catalog module :>
