I just tried to dh-make-perl on a new package, and got this message at
the end:

can't create /home/dkg/.dh-make-perl/wnpp.cache: No such file or directory at /usr/share/perl5/Debian/WNPP/Query.pm line 95

i worked around it by doing 

 mkdir ~/.dh-make-perl

and re-running the command.

It seems like this could be handled more elegantly by
Debian::WNPP::Query, though.
