Do you have a pointer? Can you record this as a bugreport if there's none
on this topic?

The "epoch comparison algorithm" is a simple integer comparison so I'm not
sure what difference we can have.

Since I'm not sure what kind of difference we're speaking about I don't
know whether dpkg has to be fixed or the policy.
