libwww-curl-perl doesn't support scp

It was intentional to change this Build-Depends. In the changelog:

It was #520595, causing this: http://bugs.debian.org/520595 so the
problem was the non GPL-compatible OpenSSL license, and the linking
with OpenSSL.
