Bug#598735: latexdiff: changebars are not visible (use pdftex changebar option, not dvips)

When changebars are generated, they are not visible. The problem is
that latexdiff generates

  \RequirePackage[dvips]{changebar}

instead of

  \RequirePackage[pdftex]{changebar}
