Hello

Again, sorry for the late reply.

I cannot reproduce the problem on my system. I've managed to display a utf8 
smiley ☺ and your string with weird quotes within the Tk interface of 
Config::Model::TkUI.

Looks like this is a font problem. According to google, you may have missing 
glyph for this charset on your system.
