Convert::Color::X11 uses /etc/X11/rgb.txt or /usr/share/X11/rgb.txt.
libconvert-color-perl package might express that with a "Recommends:
x11-common".

I suppose it could be a "Depends:" to ensure all of
libconvert-color-perl works.  x11-common isn't particularly huge, but
Recommends may be enough hint, and leave an actual depends to code which
is making use of the x11 part and hence that rgb.txt file.
