It does. Uselessly :(
Here is a snippet of the build log:
dh_shlibdeps -a
dpkg-shlibdeps: warning: dependency on libdb-4.8.so could be avoided
if "debian/libapache2-mod-perl2/usr/lib/perl5/auto/APR/APR.so" were
not uselessly linked against it (they use none of its symbols).
So it seems we have an example of troublesome needless dependency to
solve.
(There is also useless linking to libcrypt.so.1 and libm.so.6 but
these are part of libc6 and don't pose a problem for now)
