Comments regarding libc-scan-perl_0.74-1_amd64.changes

Hi maintainer,

The email referenced in debian/copyright says that the original code from Ilya
Zakharevich <ilya at math.ohio-state.edu> is released under the same terms as
Perl, but recent code changes were done by Hugo van der Sanden
<hv at crypt0.demon.co.uk> (cf. Changes).  Hugo might thus hold copyright for some
parts as well and it is not clear under which license these are released.
Please clarify.
