That's an interesting idea IMO.
I'm just not sure that dh-make-perl is the right place for such a
mapping because
1) it seems quite useless for all users of the package outside the
   pkg-perl team
2) within the team we could also use it for other purposes (like
   git-svn or conversion from svn to git or tracking inactive people;
   all of that would need to also have a mapping between alioth
   usernames).

I'm not sure how to achieve these goals though but something that is
closer tied to both the group and alioth would be better IMO.
