Commit message:

use "network" Storable format and do not die in WNPP::Query

This should avoid cache invalidation when the binary representation changes,
for example when the perl package changes its notion of integers (32→64-bit) or
the home directory is used under different architecture. (Closes: #626987 --
Debian::WNPP::Query does not correctly invalidate cache or use platform-netural
Storable format)
