In general, yes. But OTOH it seems a bit useless if dh-make-perl
writes an extra file that only does what dpkg-source doesn anyway by
default (if both changes go in).

Yup, `packagecheck' comes to my mind :)
But I've waited for the same reason so far.

Later adaption might in this case mean removing the files, which just
adds another task ...

OTOH we can also say "hey we want thisso strongly that we express
this by writing out the options even if they are the default"; so I
wouldn't oppose adding this change but my preference is to wait a bit
longer.
