Yes, I know that I wrote the changelog entry and that I added the
Conflicts/Replaces/Provides but after analyzing the situation we
(well, mostly intrigeri and Jotam Jr.) found out that it was wrong.

It's already reverted in git:
http://anonscm.debian.org/gitweb/?p=pkg-perl/packages/libcatalyst-perl.git;a=commit;h=78a2535724fc6eeb15e56d8374854be17bb5e1d4
(long commit message explaining the situation) but the untangling of
of the catalyst packages isn't finished yet.

To answer the question in the subject: the consensus seems to be that
it should not be removed but libcatalyst-perl fixed.
(Adjusting the bug report accordingly.)
