After discussion with Gregor and Ansgar from the pkg-perl Team, we
agreed to downgrade this.

Unless I have overseen something, this does not break for any of the
Fields defined explicitly in Policy and relevant for the Packages
files.

Certaily should be fixed if possible for wheezy however.
