IIRC the patch was added due the following during build:

dpkg-shlibdeps: warning: package could avoid a useless dependency if debian/libnet-ssh2-perl/usr/lib/perl5/auto/Net/SSH2/SSH2.so was not linked against libz.so.1 (it uses none of the library's symbols)

I will have a look at this later today.
