Florian,

What stops you from downloading directly instead of using uscan?

The permission issue is a CPAN/PAUSE problem that has affected many
modules, including e.g. Algorithm::Diff::XS. But we do have the correct
versions in Debian, since the maintainer can download even unauthorized
versions and upload them in the appropriate lib*-perl package at his/her
discretion.
