Bug#677202: biber packages version 0.9.9+git2012426-3 is beta and requires beta version of biblatex

Ok, I hope I have done the job correctly :)

1.  DSC, build log (with 3 lintian errors and deb of 1:0.9.9-1

2.  Debdiff (500k)

this is a temporary placement.  Please tell me (no hurries anyway) when
they are no longer needed and I will remove them.

On my github repo[*] I have commited the last changes to the new
branch biber-debian-1.0.9.9-1 (only changed the changelog from the
0.9.9-1 tag).
