Bug#705228: libdbix-class-perl: should only suggest (not recommend) libsql-translator-perl

libdbix-class-perl currently recommends libsql-translator-perl, causing
installation of (in a concrete example of installing ciderwebmail) an
additional 30MB.

It seems to me to be the common use of libdbix-class-perl to simplify
access to a single database, even if it also provides simplification for
conversion across databases (which seems to be the reason for the
libsql-translator-perl package relation).

I therefore argue that libdbix-class-perl should only suggest, not recommend,
libsql-translator-perl.
