Bug#719641: libmongodb-perl: Test suite may use systemwide mongod process

Unless prevented by policy-rc.d, mongodb-server, which is now a
Build-Dependency of libmongodb-perl, will start up its default instance,
and the test suite will end up using this.

I haven't checked whether the test suite could overwrite user data in
this instance; if so this bug should be upgraded to grave. In any
case this situation is fragile and should be fixed. Ideally the mongod
invocation in debian/rules should pick a random unused port to listen on
and pass the port number to the test suite.

In the meantime, I will apply a fix to allow the build to succeed
even though stopping the test mongod instance could fail (as it exits
after failing to bind to the correct port).
