Bug#676754: libapache2-mod-perl2: FTBFS: tests failed

The failure is a deadlock between LWP::Protocol::http and Apache (under
the influence of the mod_perl server-side test modules).  It turns on
an ambiguity in RFC 2616, so it is not clear which side is at fault.
I'm blaming both.  (Plus the RFC authors.)  Upstream bug reports, with
