Bug#703498: license-reconcile: ignore VCS files/directories

When using license-reconcile in a directory managed via a VCS like
git it checks all kinds of useless files, like:

FileMapping: Could not find matching copyright clause for .git/objects/07/f3c2c780b9fd220dc6a7fee35ea24f8aa55eff at /usr/share/perl5/Debian/LicenseReconcile/App.pm line 187, <GEN0> line 3.
[...]

Would be nice if VCS specific files would be ignored by default.
